PSA Board

The PSA is overseen by a seven-member board committed to maintaining vigilant and cost-effective management of the public-private partnership for developing and operating the stadium. Governor Gary Locke appointed the board in July 1997 in cooperation with the majority and minority party leaders of the Washington State Legislature. The members of the PSA Board are:


   

Lorraine Hine, Chair

Lorraine Hine was appointed to the PSA Board when it was first created in 1997. She believes the successful completion of the Washington State Football/Soccer Stadium and Exhibition Center is a real testimony of a public-private partnership that worked.

"The multi-use capability of these facilities was one of our goals. We are pleased to see the stadium is able to host not just football or soccer but also concerts, celebrations and charitable events of all kinds. The Exhibition Center is also expanded by the swing space in the completed stadium. I believe the project has met the public's expectations and will contribute to the enjoyment and economic vitality of our state for many years to come."

Lorraine's public service includes being chief of staff for Governor Mike Lowry and serving 12 years in the Washington State House of Representatives, achieving the office of majority leader. Prior to state service, Hine was mayor of the City of Des Moines.

Hine lives in Olympia. Her appointment to the PSA Board continues through July, 2013.

Fred Mendoza, Vice Chair

Fred Mendoza has been an advocate for soccer for many years, and his goal of building a world class soccer stadium in the Seattle area has been achieved at Qwest Field.  “It was a dream come true to watch the Seattle Sounders inaugurate Seahawks Stadium with a soccer game on July 28, 2002, and later to watch international headliners Manchester United, Chelsea, Real Madrid and Celtic.  Qwest Field is a fantastic venue for soccer and football,” Mendoza said.

 After 31 years of public and private law practice, Fred formed Mendoza Law Center in 2006 to focus on the representation of individuals and organizations in all types of business and real estate transactions, providing clients with personal attention, sensible solutions and trusted advice.  Prior to entering private practice, Mendoza served as King County deputy prosecuting attorney in the criminal and fraud divisions. 

 Mendoza has served on many public and non-profit boards, including the Citizen's Site Advisory Committee that selected the site for the King County Regional Justice Center in Kent.  Besides his service on the PSA Board, Fred's current community service activities include board membership for the Lighthouse for the Blind, Inc. and Highline Medical Center.  He also serves the South King County Legal Clinic and Highline Schools Foundation for Excellence, and is a member of the Green River Community College Presidents Task Force on Diversity.  Mendoza was the PSA Board’s representative on the Project Art Selection Committee.

 Fred's PSA Board appointment continues through July 2013.

 

William "Bill" Lotto

Bill Lotto is Director of the Lewis County Economic Development Council. He has had a long term interest in professional sports and was an early advocate for construction of the Kingdome. Bill is an international economist and has worked overseas in various business capacities. He is a past President of the Seattle Economist Club and twice served as President of the state Association for Economic Development Councils. He has written many articles on the state of the northwest economy and is a regular speaker at clubs and conventions.

Bill is married and has two daughters. He enjoys specialty farming and for eighteen years operated a Christmas tree venture. His PSA Board appointment continues through July, 2013.

Jacob "Jake" Jundt

The opportunity to help develop a major facility that would be an asset for the entire state and potentially attract national and international events is what drew Jake Jundt to the PSA Board. In addition, he brought more than 25 years' experience of owning and operating his own construction company to the stadium and exhibition center project.

Jundt was founder and co-owner of Tri-Ply Construction. His recent sale of the company and retirement has allowed him to take on individual projects as a consultant and guide them from design through construction and start up of operations.

Jundt's community service has included numerous leadership positions with various non-profit organizations. His current community service includes serving on the Yakima Chamber of Commerce executive committee; and on the boards of the Central Washington State Fair Association, Diocese of Yakima Housing Services, Catholic Charities of the Diocese of Yakima, and LaSalle High School in Yakima. Jundt was also a member of the finance task force for the sports stadium and exhibition center proposal.

"The PSA can be proud of its role in the process used to deliver this facility to the people of Washington State. It has been a model that proves public and private enterprises can work together to produce a spectacular facility on time and on budget. I look forward to the citizens of our State utilizing this truly world class facility that puts us on a very short list of places that can offer this kind of amenity and economic generator." Jundt lives in Yakima. His PSA Board appointment continues through July, 2015.
Joel Ing

Joel Ing is a housing developer at a firm which partners with nonprofits and Housing Authorities throughout the state to build and acquire affordable apartment developments. His background in real estate, finance, and asset management provides him with relevant experience to review PSA’s funding, budgets, leases, and various matters related to the operations of the stadium. Joel has spent his entire career in the public finance field, previously as an investment banker and a credit analyst at a major bond rating firm.

As a second generation Seattleite and a regular user and strong supporter of publicly-funded gathering places, he understands the value and importance that parks, libraries and stadiums provide to a community. Joel is interested in the ongoing economic and social impact the Stadium has on the city and state, and is committed to ensuring the public’s interests are well represented on the PSA Board.

He has been an active volunteer on a wide range of community causes including serving on the boards of Inter*Im Community Development Association, Asian Community Leadership Foundation, and Seattle (Public Schools) Academy of Finance. Joel is married with two children, and an avid sports participant and fan. His appointment to the PSA Board runs through July 2013.
