Budget
The project budget was $430 million-$300 million in public funding and $130 million from First & Goal Inc. The budget included the following major categories of expenses:

The Exhibition Center and Parking Garage were completed on time and on budget in October 1999. The Stadium was completed ahead of schedule and on budget in July 2002.
Public Financing
The public's investment, capped at $300 million, is financed from the following sources:
- Washington State Lottery
- King County sales tax
- King County Hotel/Motel tax
- Deferred sales tax in King County (to be repaid after completion of construction)
- Stadium and Exhibition Center Parking and Admissions Taxes
